In 1986, a project was passed to build a motorway between Navarra and Guipuzcoa, called Autovia del Leizaran. However, ETA and other radical left-wing groups were completely against this road from the beginning. The terrorist group sent their commandos to carry out a “war without quarter” against any company involved in the construction.
One of the companies who put in a proposal was Ferrovial. The representative in Valencia was José Edmundo Casañ, a 42-year-old engineer who had successfully completed other projects in the city, like the Palau de la Música or the Town Hall. On the 4th of March 1991 just before 9 pm, two armed terrorists entered the company’s offices, scared the employees and gave orders to be taken to Casañ’s office. There, one of them shot him in the head, killing him instantly. Fifteen minutes later, the Ekaits-command ETA terrorists put a car bomb outside the building that was exploded by National Police explosive experts.
Although a Ferrovial representative said that the company had nothing to do with the works, ETA said in a statement that the crime was an answer to the company’s “serious responsibility and implication” in the motorway works.
